The Consumer Product Safety Improvement Act (CPSIA) of 2008 dramatically changed the testing and certification landscape for manufacturers, importers, and private labelers. The law applies to every product that is subject to any Consumer Product Safety Commission (CPSC) enforced regulation.
The regulation includes new restrictions on lead in children's products, lowers limits on lead in paint and surface coatings, bans certain phthalates, requires mandatory third-party testing and documentation from an accredited laboratory, as well as other requirements.
Third-party testing is required to support a certification of compliance to the rules for children's products that are manufactured after the effective dates. The laboratories in CPSC list are accepted as accredited to test products to one or more of these children's product safety rules, as identified in the accreditation scope for each laboratory.
